Fukushima & Nuclear News Roundup April 28, 2012

[Translate] US NUCLEAR NEWS Inspector General Blasts Radnet Failure During Fukushima “The U.S. Office of the Inspector General to conclude that the EPA’s Radnet system is “vulnerable” and managed with less urgency and priority than it deserves. Broken monitors, parts shortages, “relaxed quality controls” and a lack of volunteer operators left 25 of the EPA’s 124 stationary monitors out of service for an average of 130 days at the beginning of the Fukushima disaster.”   “If RadNet is not managed as a high-priority program, EPA may not have the needed data before, during, and after a critical event such as the Japan nuclear incident. Such data are crucial to determine levels of airborne radioactivity that may negatively affect public health and the environment.”  Radnet had tons of problems during the early weeks of the … Read entire article »

Tsruga Impossible To Restart, Issues At Kashiwazaki Raise Concerns

[Translate] Japan’s Nuclear Safety Commission stated it would be impossible to restart the units at Tsruga nuclear plant. Multiple fault lines run under or near the plant with evidence they have acted together in the past. This raised the earthquake risks at the plant beyond the safety margins allowed to operate. It is very unlikely the reactors at Tsruga will ever be restarted. This week NISA raised the ground motion projections for Kashiwazaki-Kariwa nuclear plant. These new ground motion projections use multiple faults acting at once where TEPCO’s previous assumptions only used one fault line. TEPCO says they will add reinforcement as needed to the plant and intend to restart the reactors. There has been no word yet if NISA considered the risk at Kashiwazaki-Kariwa to be as severe as Tsruga or … Read entire article »

Officials Now Considering Evacuation Over Decontamination

[Translate] Policy in Japan has made a rather abrupt turn to the admission that permanent evacuation for many in Fukushima may be necessary and the smarter use of funds. NHK cited a major turn around by the national government on the evacuation and decontamination policy. “Though it is assumed that some of the evacuated people want to go home even if it takes time,Japanese government is inclined to the idea that spending money on supporting evacuating people is more efficient. It costs significant sum of money to decontaminate and the reliable technology is not established. It would be more efficient to spend the money on evacuating people.” Reuters reports: “Tokyo Electric Power Co said it will fully compensate residents in areas contaminated by radiation from its wrecked Fukushima nuclear plant if they are unable to return home after … Read entire article »

Anti-Nuclear Activist Jellyfish Attack Diablo Canyon Nuclear Plant

[Translate] Update: Ron D pointed out that this makes California currently nuclear free. San Onofre is currently shut down due to the two failed steam generators. The remaining unit at Diablo Canyon was also shut down today leaving California with no operating nuclear power plants. To get an idea of the current power demand in California check out this report. Ron also pointed out that had this been the hot months of summer there could have been a considerable power shortage in southern California. Tiny jellyfish called salps have swarmed the water intakes of Diablo Canyon nuclear plant in California. One unit was shut down this week for refueling. The other unit was taken down to 25% capacity due to the jellyfish attack. The jellyfish were found Monday, the refueling outage was … Read entire article »

Unit 4 Group Findings

[Translate] Unit 4 Spent Fuel Pool Issues: We went in depth on the issues with Unit 4′s spent fuel pool in March with the article “Spent Fuel Pools; How They Impact Fukushima Daiichi“. A fuel pool needs to maintain water quality and temperature. Proper water chemistry is needed to prevent corrosion of the fuel cladding, algae growth or other biological effects. Routine water testing is done to assure the water condition is optimal and other testing and procedures to assure the pool is maintaining stability and safety. Unit 4′s pool has had some form of boil off and water loss along with debris falling into the pool. Months of crude cooling systems and no known efforts to monitor or control the pool chemistry may have had a considerable impact on the fuel cladding. “Nothing … Read entire article »

Unit 4 Reactor Well Cover, Hiding In Plain Site

[Translate] We were reviewing the images from the METI tour earlier this week and caught this from an older image and confirmed in the newer one. The reactor well concrete cap sections are under the yellow containment cap. This image shows some details of the pieces, how they lock together and into the well. These details may be of use towards better understanding of unit 3′s condition. The exact location of these objects inside unit 4 had been a concern very early in the disaster. A lack of decent images and the abundance of debris littering the refueling deck made it harder to clearly identify things. More images below, click for larger view. Please leave watermark on images if reusing. Don’t forget to check out our growing image library at Flickr http://www.flickr.com/photos/simplyinfo/             This article … Read entire article »

Unit 4 Fukushima Soil Work Being Done Near Major Building Crack

[Translate] This diagonal crack in the facade of unit 4 has been known for some time. Recently released information shows that TEPCO is doing “ground improvement work” at the base of unit 4. The spot for the ground work is at the base of this diagonal crack. The crack runs from where unit 4 connects to the building between the turbine building and the reactor building down to a spot at the base of the building where it meets the ground. This area was covered with dirt and steel plates early on in the disaster. TEPCO cited radioactive debris in the area and quickly scraped it away. So there has not been a good view of this area for months due to the plates and equipment over the dirt. The crack itself … Read entire article »

84% Of Japan Businesses Do Not Support Reactor Restarts

[Translate] 84% of Japan businesses do not want reactors restarted or only want restarts only after sufficient safety changes are made. These businesses were against the reactor restarts even if it could potentially have negative impacts on their business. With such strong opposition in the business community and with the general public it makes one wonder exactly who is for the reactor restarts? Meanwhile Prime Minister Noda’s approval rating continues to fall, Reuters cites the reactor restarts and the proposed sales tax hike as reasons for his waning approval. METI ministers visited the governors of Kyoto and Shiga prefectures to try to pressure them into approving reactor restarts. Shiga’s governor complained of the both the promotion of nuclear power and the oversight of nuclear power being with one agency (METI) and that the … Read entire article »

Unit 1 Group Findings

[Translate] Unit 1 Group Findings Earthquake And Corium Issues: We found an ongoing trend where significant earthquakes of 6.0 or higher that occurred near Fukushima Daiichi caused significant changes in unit 1. On July 31, 2011 there was a 6.4 earthquake. The radiation readings at Drywell B in unit 1 had been below 300 sV/h until the earthquake. After the earthquake radiation readings jumped to 356 sV/h. A 56 sV/h or greater jump. The August 17, 2011 6.2 earthquake saw a 57 sV/h increase. Drywell B sensor spiked from 359(Sv/h) on August 15th to 416 (Sv/h) on August 17 after the quake. The increased radiation continued for about half a day before dropping back under the 400 sV/h range. Another earthquake on August 19, 2011 caused a 17 sV/h jump in Drywell B radiation. From 416 sV/h before the quake to … Read entire article »

$49 Radiation Detector For iPhone/iPod Hits Worldwide Market

[Translate] An all volunteer project started after the Fukushima nuclear disaster has brought their idea to fruition. They wanted to make an inexpensive and portable radiation detector available to people in Japan. Early in the disaster radiation detectors were very hard to find and the prices are still quite prohibitive. Pocket Geiger by Radiation-Watch.org began raising funds through Kickstarter last year. The current version is for iPhone or an iPod touch 3rd or 4th generation with more than 32gb and is focused on sales in Japan. The unit is available for shipping to most places in the world. There was some discussion of developing a version for Android devices, no information is currently available on their website about this possibility. If we hear more from the development team we will post … Read entire article »

Japan’s Political Sideshow

[Translate] We have been following the recent political games surrounding the restart of the Oi reactors. The government disconnect with reality or the people continues on. This week the ministry in charge of food safety instructed grocery stores and other companies testing food for radiation to end their food testing standards and use the much higher government standards. Various grocery stores, food coops and food producers began their own testing due to lack of comprehensive testing by the government over the last year or more. The government safety standards of 500 bq/kg and the new lower 100 bq/kg are unacceptable to many consumers. Food retailers and producers did what consumers wanted, food that is assured to be safe beyond the government’s high “safety” threshold. The government early on had declared foods to … Read entire article »

Unit 3 Group Findings

[Translate] Group Findings Unit 3 Ex-vessel steam explosion: Information gathered from the unit 3 explosion and events before and after the explosion event indicate a probable ex-vessel steam explosion and secondary hydrogen explosions occurred at unit 3. There are indications that sea water being injected into unit 3 may have flowed into the containment drywell rather than into the reactor vessel. This would have flooded the drywell, setting up the conditions that could cause an ex-vessel steam explosion as melted fuel fell down into the water. The explosion at unit 3 appears to have two distinct components, “the fiery plume shaped like a fist that punches out through the top of the south sunlit wall.they blasted out along roughly 45˚ angles” and the mushroom cloud of fuel-dirtied steam. TEPCO’s assumption has been that the entire … Read entire article »

Unit 3 Containment Shield Plug Leaking, Possibly Moved

[Translate] TEPCO investigated the large concrete shield plug in the north east corner of the 1st floor. The plug is partially out of the hatch opening. It is not clear if it was left like this or was moved by the blast. TEPCO cites that the gap between the wall and the plug is not normally there and raised concerns. The track in the floor had been collecting high radiation water and an earlier image showed water on the floor. TEPCO cites they previously saw the “crevice” at the plug and wished to investigate the flange of the equipment hatch. TEPCO found both dry and wet concrete near the hatch flange and cites they will study the investigation data further. It is not completely known if the plug was moved by the blast … Read entire article »
