According to a document TEPCO released this week, as long as third party inspections are passed Thursday and Friday work to removal fuel may start on Monday.
A dry run of cask handling was done on November 13th along with a mock fuel removal using “simulated fuel”. TEPCO has outlined a bit more about processes and safety mechanisms put in place. TEPCO did have training time blocked off in the schedule, so some sort of unified training for the work teams will take place.
TEPCO outlined these safety prevention tactics (machine translation)

Adding to the complexity of the fuel removal is some damaged assemblies found in the pool. TEPCO says these are from before the disaster but one is bent at a 90 degree angle. TEPCO will have to adopt special procedures to get those assemblies out of the pool.
