METI Releases Partial Report Of Fukushima Internet Spying Project

[Translate] Advertising agency Asatsu-DK produced a report to METI of their internet spying program. The agency was contracted to snoop on public internet and social media traffic in order to prevent “harmful rumor”. The report heavily looked at what was posted on Twitter. It also looked at posts on public discussion boards and other forms of online media such as blogs and websites. The report documents the type of concerns and questions people discussed online then formed official answers that would be used to try to respond to concerns. In the type of data collecting done some was done by manually reading or looking for information while some was done automatically. 84% Think Japan Nuclear Stress Tests Insufficient, Noda Weakens On Restarts

[Translate] Mainichi ran a recent poll that showed 84% of the public does consider the Japanese government’s stress tests to be sufficient. PM Noda is delaying any decision on reactor restarts. METI head Edano he opposes restarts and none would happen unless the consent of the local government and community near the reactors was obtained. The remaining operating nuclear reactor in Hokkaido is expected to shut down for maintenance in May. Occupy METI!

[Translate] A group of protesters have camped out in front of the METI offices in Tokyo. METI is the ministry in charge of nuclear power oversight. There have been earlier protests at METI demanding they take more meaningful action to protect the people from the nuclear power industry. Last week 1300 people showed up in the rain to form a human chain around the METI building. The ongoing sit in including tents in front of the METI offices met some minor resistance by police who eventually gave in. Two women in their 60′s refused to leave and demanded they be allowed to talk to the emperor. Edano Puts Smackdown On Kyushu Electric’s Genkai Reactors

[Translate] METI head Yukio Edano and barred Kyushu Electric from restarting two idled reactors at the Genkai nuclear plant. Kyushu has been the subject of an extensive investigation after it was exposed that they had many times manipulated public meetings and orchestrated faked public support. Edano had instructed Kyushu to submit certain reports where Kyushu refused to acknowledge their fraud. The lack of honesty and cooperation from Kyushu caused Edano to put a stop to the restart attempts at Genkai. The Kyushu Electric CEO has refused to step down as would have been expected after he was found at the middle of the fraud scandal. Stronium & Plutonium Found In Government Survey

[Translate] Stronium 90 and Plutonium 238 & 239 have been found around the region of the Fukushima Daiichi accident. Some of the stronium 90  findings were over 80km from the plant and  5,700 becquerels per square meter were found in Futuba. Officials claimed the plutonium found was likely from previous nuclear bomb tests but the stronium 90 levels were much higher than before the accident. Joint Offsite Emergency Center Fukushima Didn’t Have Quake Proof Generators

[Translate] Another planning flaw was discovered. The joint offsite emergency center that was intended as a headquarters for TEPCO, METI and local government didn’t have power as they attempted to use the building. All the planning that went into this joint emergency operations center, nobody bothered to assure the generators could handle an earthquake. Without generators they had no power and no communications. The center was without power for about half a day during the start of the crisis. Edano As METI Minister May Force Change

[Translate] Edano’s new role as head of METI could drastically shake up the office tasked with both regulating nuclear power companies and economic development. He has expressed concern over the way power companies have been  calculating their rates for the past ten years, saying they are overestimating their costs and that should change. He also vowed that TEPCO and their shareholders should bear the costs of the Fukushima disaster rather than the taxpayers. His experience dealing  with TEPCO, METI and the nuclear industry appears to have given him a healthy skepticism of the status quo. This combined with Edano’s commitment to move Japan away from nuclear power could spell significant change. TEPCO Continues To Thumb Nose At Japanese Government

[Translate] The House of Representatives special science committee and NISA have requested four times that TEPCO submit copies of their emergency manuals, one for accidents, another for severe accidents. TEPCO had previously submitted procedural manuals that had been blacked out to the point they were unreadable. Then on Monday they submitted 3 pages of a requested manual consisting of a cover sheet and an index page of the manual with all but 2 lines blacked out. TEPCO they took back the copies at the end of the meeting. TEPCO’s ongoing claim is that the manuals contain “intellectual property”.  METI/NISA has the legal authority to order TEPCO to submit the manuals in full, the committee has asked METI to do such. Idled Nuclear Reactors, Safety And Japan Politics.

[Translate] Reuters has published a Japan nuclear plant status table showing what plants are shut down for planned or unplanned outages. Meanwhile Kyodo states that 13 reactors are to start stress test phase 1 New Prime Minister Noda wants to restart idled reactors after tests according to the METI chief, Yoshio Hachiro. Fukushima As History; Nothing Is Ever Really Gone From The Internet

[Translate] The Spectrum IEEE website caused quite a stir when they rescued the blog of a Fukushima worker that was mysteriously taken down. The worker made videos and gave great insight into the work going on at the plant and how robotics are being used. It is very useful and interesting information and not some sort of public relations nightmare. So the abrupt removal caused concern in the online community. Proving nothing is ever really gone from the internet, Spectrum IEEE shows how they found and retrieved the videos and blog pages using some simple online tools. Video: Creating A Contamination Map In Japan

[Translate] The excellent NHK documentary follows a radiation scientist as he tracks the fallout around Japan from Fukushima Daiichi.  Kimora worked for METI and was told to refrain from any research unless they gave him permission. Kimora quit METI and is independently researching the radiation fallout with the help of other scientists.  This important video shows the very real danger and the struggle of scientists to properly document what is going on. TEPCO; 171 Past Due Inspections The Month Before The Disaster

Joint US & Japanese Study Shows Radiation Releases Doubled Estimates

[Translate] A joint survey by the US Dept. of Energy and Japan’s METI showed that the radioactive releases from Fukushima were double the initial estimates. Areas near Iitate and Namie now exceed the radiation level of evacuated areas at Chernobyl. These areas in Japan are currently outside of the evacuation zone.
