TEPCO reported possibility of huge tsunami to gov't before March 11TOKYO, Aug. 24, Kyodo
Tokyo Electric Power Co. calculated in 2008 that a tsunami higher than 10 meters could hit its Fukushima Daiichi nuclear power plant but has since taken no countermeasures, officials at the Nuclear Industrial Safety Agency said Wednesday.
A manager at the utility, known as TEPCO, reported the calculation to the agency verbally on March 7 this year before the magnitude-9.0 earthquake and ensuing tsunami hit the plant on March 11, the officials said.
The agency instructed TEPCO to adopt countermeasures.

Japan to seek to reduce children's radiation dose by 60% in 2 yrsTOKYO, Aug. 24, Kyodo
Japan will seek to halve the amount of radiation in residential areas around the crisis-hit Fukushima Daiichi nuclear power plant and cut children's daily radiation dose by 60 percent over the next two years, a document on radiation decontamination policy showed Wednesday.
The policy is to be endorsed Friday by a government task force dealing with the nuclear crisis triggered by the devastating March 11 earthquake and ensuing tsunami.
The document also showed that the state will take responsibility for securing places to dispose of contaminated soil, while acknowledging the need to temporarily keep it in local areas for some time.

this reminds me of the unbelievable german co2 reduction tale since 1990. it was mainly achieved by the break-down of the east german industry after the wall fell. it is simply playing with numbers..... but now they state it was a great success of politics.

Cattle shipment ban lifted in FukushimaThe Japanese government is going to allow Fukushima and 2 other prefectures to resume shipments of beef cattle once they clear radiation tests.
The government says it will lift the shipment ban for Fukushima, Iwate and Tochigi Prefectures on Thursday as safety arrangements have been put in place.
The government imposed the ban on the 3 prefectures as well as Miyagi Prefecture on July 19th after higher levels of radioactive cesium than the government limit were detected in beef samples from cattle that were fed contaminated rice straw at farms in those regions.
The ban in Miyagi Prefecture was lifted last Friday.
Cattle from all regions around the country will now be allowed to be sold if they clear radioactive screening.
Under the new safety arrangements, the local governments will test all cattle from farms where radioactive cesium over the legal limit was detected, as well as from farms in the evacuation zone around the Fukushima Daiichi plant.
Other farms will have to put only the first head of cattle they intend to ship out to screenings.

@dean That was kind of my question also. The NRC has N. Anna on an extra inspection schedule already. They were involved in the post fuku walkdown inspections. If there is seismic equipment at N. Anna wouldn't it have been tested during a fuel outage?

@Dean, Looking at some of these testimony documents. It looks like they filed initial documents under the AEC in 1973. In 1975 the hearings on the lied about fault lines were going on. The reactor went on line in 1978. Why didn't someone stop construction?

@ lilly.. I think back in those days there must have been a different focus on earthquakes and approach to defining how a facility is safe agains a design basis earthquake or SAFE SHUTDOWN EARTHQUAKE.

i remember back when nuclear facilities were being built and from a seismic standpoint there wasn't as much data from which to base historical EQ data to build the reactor to,,,, thus the best approach had to be made to build a reactor near a fault line

@dean There seems to have been a systemic lack of knowledge back in the 60's and 70's about power plant siting, earthquakes and flood risk. There are so many things that are painfully obvious to us today that it seems were not understood or known back when these plants were built. But the commercial power industry and safety agencies don't want to go back and realistically review them because it would be a big blow to the industry who thinks they are going to run all these plants for another 40 years.

the nuclear history has an evolution with it's ups and downs that has occurred over the years. similar to other sciences but with so much larger impact to society. I worked on reactors in the late 60's and on up to now and have seen so many changes in approaches to design, and all the external natural phenomena affects on the whole process. coupled with the fact that producing power from these huge plants and the resultant profits unfortunately has driven many many decisions. The NRC and how they operate on something that was written back years ago, it's like it's their bible that they don't want to re-write etc..
