TEPCO Accepts Govt Conditions

"The government presented the conditions Tuesday evening to TEPCO after the utility's president, Masataka Shimizu, asked the government earlier in the day to help with the compensation payments.
The planned entity for compensation payments is expected to be inaugurated in June with funds raised from TEPCO and other utilities.
The government will provide the new organization with grant bonds that can be converted into cash as needed.
If damages exceed its payment capacity, TEPCO will procure funds from the envisioned entity to compensate victims affected by the ongoing nuclear crisis at the Fukushima plant. The utility will repay the entity over an extended period.
The planned compensation body will establish special and general accounts. The former account will deal with damages payments for victims of the nuclear crisis while the latter will prepare for future nuclear accidents.
Utilities are expected to contribute funds to the general account."

Visits To Homes In No-Entry Zone Exhausting

"In a test case for planned home visits by other evacuees, the government allowed 92 people from 54 households of Kawauchimura to return home for two hours to pick up personal belongings. About 27,000 households are permitted to make such visits.

However, some evacuees who made the trip Tuesday grumbled about the short time they were allowed to visit their homes, while others complained that wearing stuffy protective clothing exhausted them. Three women said they felt sick after the visits.

"As we're forced to wear armor [protective suits], we can't do anything in just two hours," farmer Yuki Suganami, 72, said with a sigh. "All I could do was leave food for the cats, do some quick cleaning and take care of plants and flowers."

The villagers first met at a village gymnasium, about 22 kilometers from the nuclear power plant, where they put on protective suits and were handed transceivers and dosimeters to check radiation levels. After that, they boarded five buses and headed for their homes within the 20-kilometer-radius no-entry zone.

The villagers were allowed to retrieve personal items that could be put into a 45-liter, 70-centimeter-square plastic bag during the two-hour visit.

Limiting the time of stay and the amount of items residents could take from home was necessary as every item had to be checked for radiation. "

Etegami Bring Hope From Quake-Hit Areas

"A Tokyo artist has been exchanging etegami letters decorated with colorful depictions of everyday scenes with fellow enthusiasts of the genre in areas affected by the March 11 earthquake and tsunami, saying the strength contained in the messages has inspired him.

Etegami artist Kunio Koike, 69, said reading the letters filled with stories of disaster survivors enduring hardship has encouraged him. "Each word has so much gravity. It's made me think about how I live my life," he said.

Koike, chairman of the Japan Etegami Society, plans to publish a book this summer featuring etegami from the quake-hit areas.

Since right after the disaster, Koike has sent etegami bearing words of encouragement and drawings mainly of animals from his home in Komae, Tokyo, to people living in the devastated areas. Koike knew how chaotic life was there, so he always wrote, "You don't have to reply." But so far he has received about 180 etegami thanking him for being in touch."

Chubu to Start Shutting Hamaoka Reactors Tomorrow After Directive From Kan

"The Nagoya-based company will start the process of shutting down the 1,137-megawatt No. 4 unit at Hamaoka around 3 p.m. local time tomorrow, Atsuo Sawaki, spokesman at the utility, said by telephone today. The 1,380-megawatt No. 5 reactor will be shut the following day, he said.
Chubu Electric this week agreed to Prime Minister Naoto Kan’s call to close Hamaoka for as long as three years so it can build a sea wall and take other measures to protect the plant, which lies close to an active fault line. The station is located about 190 kilometers (118 miles) southwest of Tokyo.
An earthquake and tsunami on March 11 knocked out power equipment and cooling systems at Tokyo Electric Power Co.’s Fukushima Dai-Ichi station, causing the worst nuclear accident since Chernobyl and raising concern about the safety of other plants in Japan.

Chubu Electric delayed the shutdown work from today because negotiations with Tokyo Electric and Kyushu Electric Power Co. on power-supply agreements had taken longer than expected, Kyodo News reported.
The company is completing arrangements to avoid power shortfalls at the two other utilities, Kyodo said, citing Akihisa Mizuno, president of Chubu Electric.

Mizuno met Trade Minister Banri Kaieda yesterday and received assurances that Chubu Electric would be able to resume power generation at Hamaoka once the safety measures are implemented."

Tepco: Fukushima Fuel Rods Are Fully Exposed

"Tokyo Electric Power Co. said fuel rods are fully exposed in the No. 1 reactor at its stricken Fukushima Dai-Ichi nuclear plant, setting back the utility’s plan to resolve the crisis.

The water level is 1 meter (3.3 feet) below the base of the fuel assembly, Junichi Matsumoto, a general manager at the utility known as Tepco, told reporters at a briefing in Tokyo. Melted fuel has dropped to the bottom of the pressure vessel and is still being cooled, Matsumoto said.

Tepco is trying to contain the worst nuclear disaster since Chernobyl after a quake and tsunami knocked out power equipment and cooling systems at the Fukushima station. The utility planned to flood the No. 1 containment chamber, which surrounds the reactor vessel, in a procedure known as water entombment to prevent fuel from overheating.

“The plan needs to be revised,” Matsumoto said. “We can’t deny the possibility that a hole in the pressure vessel caused water to leak.”

The surface temperature of the pressure vessel is between 100 and 120 degrees Celsius (248 Fahrenheit), meaning melted fuel are still getting cooled by steam and water, Matsumoto said.

Fixing Gauges
The utility discovered the water levels in the reactor vessel were lower than thought after repairing a gauge on May 10, Takeo Iwamoto, spokesman at Tepco, said by telephone today. Workers last week started entering the No. 1 reactor building for the first time since a blast destroyed its roof.

There’s no danger of another hydrogen blast, Matsumoto said at the briefing."
