Could they be injecting water into the reactor well on 4? That's supposed to have water in it even during an outage. - @dean I was actually surprised he gave me solid confirmation but I knew he had a connection and could find out. They have a construction company lined up to try to do some shoring up on 4, no word if they have been able to start or not.
