There is something called an SA communication valve that is shared by units 3-4. I don't know what that refers to but could it be a point of contact for 3 to leak into 4? It also sounds like a problem with the compressor for the valve on the next page? Says they put the valve open and isolated the condenser. This was part of some tests.

A boiling water reactor having a regulating valve for placing the wetwell in flow communication with an intake duct of the passive containment cooling system. This subsystem can be adjusted to maintain the drywell pressure at (or slightly below or above) wetwell pressure after the initial reactor blowdown transient is over.
