At 10:00 am on August 9, we started transferring low level accumulated
water from outdoor temporary tanks to Mega Float. However, at 10:12 am,
since leakage was confirmed from the transferring pipes cabled at
outside, we stopped transferring. Thereafter, such pipes were replaced
and at 1:35 pm, we resumed transferring. www.tepco.co.jp

  • Panel: Kyushu Electric destroyed evidence

A panel investigating attempts by Kyushu Electric Power Company to manipulate public opinion via an e-mail scam says that the utility has destroyed evidence related to the probe.

The panel was set up after workers at Kyushu Electric and its affiliates were found to have sent e-mails in favor of restarting the Genkai nuclear plant in Saga Prefecture during a government meeting with local residents in June.

Panel head Nobuo Gohara told reporters on Tuesday that the utility destroyed documents related to its activities in 2005 to try to win public support for using plutonium-uranium mixed-oxide fuel at the plant.

He said the utility's nuclear energy division removed and destroyed the documents on July 21st.

Gohara added that the company's Saga branch tried to dispose of 15 files his panel had requested last week after beginning the probe.

Gohara claims that Akira Nakamura, the deputy head of the nuclear energy division, ordered the destruction of documents that could cause trouble to individuals.

Nakamura also allegedly played a role in the e-mail scam.

  • NASA: Japan tsunami broke Antarctic ice

US researchers say the tsunami generated by Japan's March 11th earthquake broke off chunks of an iceberg in Antarctica about 13,000 kilometers away.

US space agency NASA says it's the first ever observation of a tsunami causing Antarctic ice to crack.

NASA says it observed the breaks from the Sulzberger Ice Shelf in images shot from 2 satellites right after the huge quake.

Pictures from March 16th show 125 square kilometers of new icebergs floating at sea.

NASA says the waves that reached Antarctica were only 30 centimeters high at most, but that they likely affected the ice shelf because they hit many times.
Scientists say the finding underscores the strength of the tsunami in northeastern Japan.

  • Japan could pick Kan's successor in late Aug.

    TOKYO, Aug. 10, Kyodo

Prime Minister Naoto Kan said Wednesday he is ready to step down soon after two key bills are passed in parliament, which looks likely by late August.

''When they are enacted, we will quickly prepare for the Democratic Party of Japan's presidential election,'' Kan told a parliamentary session, adding that he is ready to leave office after the party's new leader is picked.

The DPJ leadership is exploring the possibility of holding the party's presidential election on Aug. 28 to pick Kan's successor, who will be Japan's sixth leader in five years.

  • Parents sue kindergarten over kids' deaths in tsunami-hit school bus

    SENDAI, Aug. 10, Kyodo

Parents of four children killed when their kindergarten bus was engulfed by the March 11 tsunami filed a lawsuit Wednesday against the kindergarten in Ishinomaki, Miyagi Prefecture, seeking compensation for its failure to ensure the children's safety.

The suit is likely the first of its kind questioning the responsibility of schools with respect to evacuation guidance in the case of a massive earthquake disaster, the plaintiffs' lawyer said. The parents are demanding 260 million yen in total compensation from the Hiyori kindergarten and its principal at the time.

The complaint filed with the Sendai District Court said the school bus carrying 12 children left the kindergarten, which was located on higher ground, about 15 minutes after the massive earthquake on March 11 for their homes along the coastline, despite a tsunami warning having already been issued. english.kyodonews.jp

  • On July 7, 2011, an on-site inspection by NISA was conducted at Fukushima
Daiichi Nuclear Power Station since the identities of the station's
workers were unable to be confirmed.
At the time, since it was also revealed that original official
identification was not being verified and the worker's identification was
not being presented in person during the issuing of the worker's
identification in accordance with the physical protection program's access
control procedures, we received a cautionary document regarding
improvement of access control from NISA.
(Previously announced on August 1, 2011)

We compiled the following items and reported to NISA today.

    (1) Improvement of Access Control
    1. Since July 19, 2011, we have conducted identification by official
identification with photo (car license, passport, basic resident
register with photo, foreign resident' registration card).

    2. Since July 19, 2011, we changed the procedure that we directly
handed an access permission to an individual.

    3. In addition, to strictly check identification, since July 29, 2011,
we have started issuance of access permission with photo (entering
registration card). (newly announced this time)

    (2) Survey Results for Persons whom we could not Contact
As of August 8, there are 150 persons (TEPCO employee: 0, Partner
Company's employee: 150) whom we could not contact.
March: 11 persons, April: 66 persons, May: 73 persons

We will continue to steadily conduct the access control to the nuclear
    power stations

    End

    * Cautionary document
Enforcement of access control procedures at Fukushima Daiichi Nuclear
Power Station of Tokyo Electric Power Company (Cautionary Memo)
    (July 27, NISA)

We have provided a Japanese press release version of the instruction
document received from NISA. However, at this time we have reserved the
right to not provide an English version due to potential misunderstandings
that may arise from an inaccurate rendering of the original Japanese text.

We may provide the English translation that NISA releases in our press
releases. However, in principle we would advise you to visit the NISA
website for timely and accurate information. www.tepco.co.jp

  • Japan government prepares plan to flee Tokyo. Japan is considering the possibility of creating a back-up capital city in case a major natural disaster, like the March 11 earthquake, strikes Tokyo.
A new panel from Japan's Ministry of Land and Infrastructure will consider the possibility of moving some of Tokyo's capital functions to another big city, like Osaka.
Japan is located on the junction of four tectonic plates and experiences one-fifth of the world's strongest earthquakes and geologists have warned Tokyo is particularly vulnerable to powerful earthquakes.
It is feared if a massive earthquake like the March magnitude 9.0 quake struck Tokyo, it could destroy the country's political and economic base. www.abc.net.au
