  • it would be very good to establish "first aid" measures for evacuees (and in a second step for all other affected), such as: free health care, dismissal protection, wage continuation (also for self-employed), a guaranteed offer to buy property to pre disaster value and a guarantee for adequate living altenatives. they should pay in advance and make the papers later. all this would ease existential fears and provide fair chances. the nuke companies have to raise a fund for this.

  • @Edano the crazy thing is that there were plans for purchasing properties all along that coast and building being forbidden because of the tsunami risk surely they could be carried forward and adapted to include the evac zone

  • the costs can be estimated when a nuke is planned and updated every some years. the company has to prove a secured fund in the estimated value.

  • @elainekirk one year ago i changed to a much cheaper power supplier, they got bancrupt, and now i am forced back to the shark company. so far to the free competition on the power market. we are all slaves and pay for pollution.

    Nuke committee drafts disaster-response revisions

    Japan's Nuclear Safety Commission has drafted a plan for expanding areas that should be fully prepared against nuclear accidents to within 30 kilometers of nuclear power plants, from the current 10 kilometers.

    A working group at the commission drew up the draft plan, following the March accident at the Fukushima Daiichi nuclear power plant when the government had ordered residents living within 30 kilometers of the plant to evacuate or to stay indoors.

    The plan calls for designating areas within a radius of about 30 kilometers of nuclear plants as Urgent Protective Action Planning Zones, or UPZ. The definition of the UPZ is in line with the emergency-response requirements proposed by the International Atomic Energy Agency.

    The working group calls for designating areas within 5 kilometers of plants as precautionary action zones, where residents need to immediately evacuate in the event of an accident.

    The group also wants residents within a radius of about 50 kilometers to be prepared to take action to prevent internal exposure to the thyroids, for example by taking iodine tablets.

    The committee plans to further study the revision plan, together with experts and municipalities.

    If implemented, major reviews of anti-nuclear disaster programs by local governments will be required, as the number of municipalities involved will be around 130, about 3 times more than the current figure.

  • Govt panel to review Tokyo disaster measures

    The Japanese government has set up a panel to review disaster control measures for Tokyo. The aim is to prevent the loss of capital functions in case of a major earthquake.

    Panel members, including disaster experts and corporate officials in charge of disaster control, met for the first time on Thursday in Tokyo.

    Panel chair Hiroaki Yoshii, a professor at Tokyo Keizai University, noted that measures to safeguard capital functions have not been sufficiently studied. He said Japan should establish precautionary measures after thoroughly studying the March 11th disaster.

    The government drew up disaster control guidelines for Tokyo 6 years ago.

    But the March disaster highlighted a number of problems, such as paralyzed public transport systems, blackouts and a prolonged power shortage.

    The panel will study what more needs to be done for government offices and businesses to continue operation, and for the quick restoration of essential utilities.

    It plans to compile a report by the end of March next year.

    Ship washed ashore by tsunami returns to sea

    A huge freighter washed ashore in Iwate Prefecture by the March 11th tsunami has returned to sea.

    The bow of the 2,300-ton ship had been sitting on a road near Kamaishi Port for about 7 months after being thrust through a bank of the port.

    On Thursday, a crane vessel capable of lifting a 4,000-ton ship docked side by side with the freighter. The freighter was lifted using 32 wires and slowly winched back to sea over the course of about one hour.

    Emergency repairs will be conducted if divers find damage to the bottom of the hull. The ship will then be moved to a factory in Hiroshima Prefecture, western Japan.

    Kamaishi City Vice Mayor Tadamitsu Wakasaki said he hopes that the removal of the freighter will help accelerate the city's reconstruction. The ship was blocking traffic and slowing reconstruction.

  • Onagawa NPP provided shelter to tsunami evacuees. they seemed to "do everything right" by the community and didn't see the damage from the tsunami the two TEPCO plants did. They also had 5 electrical connections to the grid. www.reuters.com

  • fast neutrons are primarily not dangerous but when they get slower at a barrier like water, they can be caught in tissues and "irradiate" it. it gets instable and decays emitting alpha gamma beta. like a fuel rod.
