  • John Feffer, spokesperson Network for Okinawa, stated the following in February: We urge all parties to exercise firm restraint. We call on the Japanese and American governments to respect the democratic wishes of Okinawans who have overwhelmingly voted to prevent new base construction on Okinawa. It is an incredible tragedy the Japanese and American governments insist on pushing forward with a construction plan that would cause irreparable damage to one of the world’s most diverse biosystems. During a time of economic crisis and mounting deficits, it is shocking that both countries have embraced a plan that cuts education and social welfare programs while supporting a construction plan that benefits only the military-industrial complex.”

The site the U.S. has chosen is a habitat for numerous endangered species unique to Okinawa, including the Okinawa woodpecker. The video (BELOW)shows the beauty that will be destroyed when US builds their base.

For example, the isolation condensers at reactor unit 1 lost their functionality after the tsunami struck, making it necessary to provide alternative water injection to cool the reactor core.
The committee states that, “misjudgment of the operational situation of the IC caused (a) delay in alternative water injection and primary containment vessel (PCV) venting. As a result, an earlier opportunity for core cooling was missed”.

  • TEPCO to conduct endoscopy of Fukushima reactors

Tokyo Electric Power Company says it will use an industrial endoscope to study the inside of a damaged reactor at the Fukushima Nuclear power plant.

The utility says the 10-meter long and 8-millimeter wide device will be deployed from next month to measure temperatures and observe other conditions inside the containment vessel at the No.2 reactor.

The government announced on December 16th that all the reactors have been brought under control. But there is not much information on the inside of the containment vessels in the reactors.

The endoscopy will provide the first opportunity to see the inside of a containment vessel of one of the 3 reactors since nuclear fuel melted down in March.

At the bottom of the containment vessels, parts of the nuclear fuel are believed to be piled up after melting through the wall of the pressure vessels.

The firm will start drilling a hole in the northwest wall of the containment vessel at the No. 2 reactor next month so that the high-level radiation proof endoscope can be inserted through it.

TEPCO said it wants to study the extent to which existing technologies can be used for the decommissioning of the reactors before it develops new ones.

  • Panel compiles interim report on nuclear accident

A panel looking into the disaster at the Fukushima Daiichi nuclear power plant has severely criticized both the operator and the government for mishandling the accident.

The government panel released an interim report on Monday. Its investigations were based on interviews with about 450 people, including workers at the Tokyo Electric Power Company and government officials.

The report says that the utility itself predicted in 2008 that a tsunami larger than 10 meters high could hit the plant but that it failed to take preventive measures.

The report says that after the plant lost all its electricity following the March 11th earthquake and tsunami, workers mishandled the emergency cooling system at No 1 and 3 reactors.

The report says if fire trucks had been dispatched earlier to pump water into the reactors, there would have been less damage to the fuel rods, and smaller amounts of radioactive substances released into the air.

The report also describes the government's handling of the crisis as problematic.

It says lack of communication within the Prime Minister's Office in Tokyo prevented the government from making use of the so-called SPEEDI system that predicts the spread of radioactive substances.

Data from SPEEDI wasn't used when the government issued evacuation orders to residents living near the crippled Fukushima Daiichi power plant.

The report says the evacuation orders were not precise and failed to promptly reach the municipalities involved.

The panel intends to question Cabinet ministers and others to further learn how the government handled the crisis before it compiles a final report by next summer.

  • Government to buy up contaminated rice

The Japanese government has decided to buy up contaminated rice from Fukushima Prefecture.

Farmers in 8 districts in Fukushima Prefecture have been ordered to stop rice sales after tests last month registered more than 100 becquerels of radiation per kilogram.

The Agriculture Ministry decided to buy all the rice produced in the 8 districts, as well as any other rice with radiation levels above 100 becquerels per kilogram.

The ministry is planning to negotiate with Tokyo Electric Power Company, the operator of the troubled Fukushima Daiichi nuclear power plant, to shoulder the cost of the purchase.

The ministry estimates that the total amount of rice will reach about 4,000 tons.

Agriculture Minister Michihiko Kano will announce details of the plan on Tuesday.

  • Gov't to rezone evacuation zones

The Japanese government has decided to change the demarcation of no-entry and evacuation zones near the damaged Fukushima Daiichi nuclear power plant within 3 months.

The decision was made at a meeting of a government nuclear disaster task force on Monday. It follows a government declaration on December 16th that the reactors at the plant are once again stable.

The task force agreed to divide the districts near the plant into 3 zones based on the amount of radioactive exposure. In areas where cumulative radiation exposure is less than 20 millisieverts per year, the government says it will help residents return home as soon as possible.

In areas where radiation exposure is certain to exceed 20 millisieverts, the government will ask residents to keep away.

And in areas where exposure levels are higher than 50 millisieverts, residents will have to keep away indefinitely.

The demarcation of the zones will be completed by late March. There are strong concerns among residents that the demarcation will further break up communities. Taking such concerns into account, the government says it will consult with local governments.

Meanwhile, the task force on Monday also decided to lift evacuation orders for residents living within 8 kilometers of another nearby nuclear power plant, Fukushima Daini. It made the decision because it says sufficient safety measures are in place to maintain a state of cold shutdown.

The half life time of Strontium-89 is only 50 days so it’s assumed from Fukushima.

    It was about 0.1 Bq / m3.

Having said it’s harmless because it’s a small amount ,they haven’t explained why they didn’t disclose the fact on 3/15.
