
good one @bo, you know to me at least not wanting to panic the public over some issue is a symptom of a failure in nuclear power industry, both gov't and utilities, of educating the public on an ongoing basis... all of which done right would remove the necessity of the gov't, nuclear regulators etc to misquote severity, block use of negative words etc..

In my mind I have this fantasy scenario in which the nuclear plant operators go to the local community to assure them of the safety of the plant down the road, and conclude by saying, "And if by some chance there is an accident, we promise you, the people living nearby the plant, that we won't tell you anything about it because we don't want you to panic. That is our promise to you."

@bo LOL. That sounds about right. TEPCO had a big PR campaign at one point. I think it was when they were trying to get local approval to run MOX in the reactor. They did a big public plant tour thing to let people see how safe it was.

I was a bit stunned by all of the hostility here towards the foreign press back in March, and also towards foreigners who left Tokyo. It was really intense. Besides the fact that someone else leaving doesn't affect you, so why be angry at them? And it was clear that the information we were receiving then was incomplete and that the situation was not under control. It was almost like if anyone on the plane believed it was impossible to fly then the whole plane would plummet like a stone, so there had to be a rigorous enforcement of everyone's belief that we could fly.

of the 21 2011 NRC preliminary notifications (PN), 13 were due to some issue related to electrical power, 6 of those loss of offsite power, 3 for electrical fires, the remaining due to some internal electrical issue. I didn't go back to 2010 but, this is an indicator of more emphasis on re-evaluation of electrical power distribution to utilities and the need to ensure other robust power sources for near and long term needs.. that by the way are the same quality level and the reactor system and robust enough to withstand 1.5 times max EQ AND OTHER natural phenomina

good points @bo, also another point that I have seen, in my career in nuclear operations and engineering I remember telling the people who worked for me that their highest standards would be based on my lowest standards for operation... if I maintained the very highest standards they usually followed along and incorporated them into their work. I haven't seen high standards from gov't, TEPCO, ministry etc. or at least standards that lend the message to workers that.. well if the bosses are going to be that
way .. why should we ..

@fitter It looks like site emergency would cause sirens to sound they are vague at when they would tell people to evacuate or shelter in place. It looks like they could call an evacuation when they have a site emergency or a general emergency. They direct people to listen to local media for instructions.
