fitter was that comment on copyright a question to me.. I'm not really to up on the copyright laws and things.. I know we talked about it some time ago and I thought that's why we did the .org after the web page... and referenced sources etc..

good point @ fitter.. typically the utility is responsible for contamination inside the facility boundaries and have to report and alert local state and NRC of any contamination, plumes etc that goes outside the boundaries and, put in place monitoring etc to track the plume... in this case the outside has encroached the boundary ,,, could be confusing however, If I were NRC I would direct Calhoun to conduct a survey map to see what/if any contamination was on the dry ground as it stands now, and then establish a reporting route in the even of water coming to the dry ground so tracking could be set up down stream
