    Tsunami advisories issued after quake

A magnitude 7.1 earthquake hit northeastern Japan on Sunday morning.

The agency issued tsunami advisories for coastal regions of Iwate, Miyagi, and Fukushima prefectures at 10AM.

The region was devastated by the March 11th earthquake and tsunami.

Tremors with an intensity of 4 on the Japanese seismic scale of 0 to 7 were felt at around 9:57 AM.

Japan's Meteorological Agency says the quake had a focus off the coast of Sanriku, at a depth of 10 kilometers.

The agency observed the first wave off Miyagi Prefecture at 10:28 AM. It estimates 50 centimeter tsunami will hit coastal areas.

Tokyo Electric Power Company says it has found no problems with its Fukushima Daiichi and Daini nuclear plants as a result of the quake. It says it ordered its workers to move away from the coast.

  • Shots in Iwate and Sendai and Miyagi seem sunny, while the shots of the plant seem socked in with fog or cloud.

  • @es yes, in fact it seems like the same angle as the tippycam, except that you can see the plants. Right now on tippycam you can't. It may well be the difference between a camera at the coast (the plants) and one in the hills 20-30 km away.

  • Nuclear workers to take counseling

Workers at the crippled Fukushima Daiichi nuclear power plant will begin receiving psychological care on Sunday.

The workers have been asking for counseling to address their worries about radiation exposure. Many of them also lost their houses in the March 11th disaster.

The taskforce of the government and the Tokyo Electric Power Company decided to send psychiatrists or other experts to Fukushima once a month.

The experts will stay at the Fukushima Daiini plant for 2 to 4 days to examine workers' conditions. They will give counseling and refer workers to psychological clinics if necessary.

For physical health care, the utility set up an emergency care room on the site of the Fukushima Daiichi plant on July 1st. Radiation and emergency specialists are stationed there around the clock.

  • Tokyo traces cows from contaminated farm

The Tokyo Metropolitan government has begun tracing beef from 6 cows shipped from a Fukushima farm where 11 other cows were found contaminated with high levels of radioactive cesium.

On Friday, tests detected 1,530 to 3,200 becquerels per kilogram of cesium in beef from the 11 cows raised in Minami Soma city, about 20 kilometers from the crippled Fukushima Daiichi nuclear power plant. The national safety limit is 500 becquerels. Tokyo ordered the beef to be removed from distribution.

But beef from 6 cows shipped from the farm to
Tokyo and Tochigi in May and June are believed to have already made it to market without radiation testing
. Tests were supposed to have been conducted at the production site.
Tokyo plans to collect the beef for examination, if it can locate it along the distribution routes.

The Tokyo Metropolitan government is calling for tests to be conducted at production sites. Tokyo says it's difficult to check all the cows shipped to the city. [???]

  • Japan to seek help with whaling protesters

Japan will seek international cooperation in containing protests against the country's research whaling program.

Japan plans to make the appeal at an annual meeting of the International Whaling Commission, or IWC, which will open on the British island of Jersey on Monday.

Japan suspended last winter's whaling operations in the Antarctic Ocean in February due to the Sea Shepherd protest group's activities.

Fisheries minister Michihiko Kano told reporters on Friday that Japan will urge member nations to take effective measures to prevent the group obstructing its whaling program.

But observers say it is uncertain how much Japan's appeal will be supported, as many countries are opposed to whaling.

In last year's meeting in Morocco, the IWC failed to reach an agreement to resolve the stand-off from a confrontation between pro- and anti-whaling members.

The commission plans to discuss ways to solve the confrontation at the upcoming meeting, but preparatory negotiations have made little progress.

  • So much for disaster preparedness in Japan. Notes on amazing shortcomings in NISA report to IAEA, page V-4: "Information from the power stations, ERSS, SPEEDI and others was not desirably available at the Off-site Center (Local Nuclear Emergency Response Headquarters) for some period of time. Subsequently, with high radiation dose due to the progress of nuclear emergency and lack of fuel, food and other necessities due to congested transportation around the site, it became difficult to continue effective operation at the Off-site Center as the Local Headquarters. Alternative facilities are required to be prepared for such a case pursuant to the provisions of the Act on Special Measures Concerning Nuclear Emergency Preparedness. Minami-soma City Hall originally selected as an alternative location for the Off-site Center was already used as a place for responding to the earthquake and tsunami disaster. After rearranging an alternative facility of the Off-site Center, the Local Headquarters was moved to Fukushima Prefectural Building on March 15. "
