Officials of the company said that some parts of the reactor may have reached criticality, a state of self-sustaining nuclear fission. Fuel believed to have melted in the accident triggered by the March 11 earthquake may have caused the fission. The boric acid was pumped into the reactor to suppress the reactions.
“We cannot deny the possibility of a temporary, small-scale state of criticality,” said TEPCO official Junichi Matsumoto. “However, because there was no sudden increase in the temperature or pressure of the reactor core, we concluded there was no major state of criticality.”..... ONE NOTE.. increase of pressure or temperature of the reactor core would be very difficult to obtain simply from the diagram one can see that there is no intact system for pressure to build and the temperature of the core,, "molten fuel or corium" .. well that's impossible to measure

ajw.asahi.com Electric Power Co. said Nov. 3 that naturally occurring "spontaneous nuclear fission"--not a state of criticality--created the xenon detected at the Fukushima No. 1 nuclear power plant.
The company said it reached that conclusion after evaluating the state of nuclear fission based on the concentration of xenon detected and temperatures and pressure levels at the No. 2 reactor of the crippled plant.
Instead of being caused by self-sustaining nuclear fission, the xenon was likely generated by spontaneous fission of curium and other radioactive substances derived from the reactor fuel, TEPCO said. Spontaneous fission takes place in suspended nuclear reactors under normal conditions.

Thanks - the video of the "fog" is very much like the steam incidents we saw over the summer. We were able to sort what was fog rolling in vs. steam incidents. One of the guesses on the steam incidents was watering or corium moving and coming into contact with water. Looking at the TEPCO docs from the same day not seeing anything reported at 2

The new 30-kilometer Urgent Protective Action Planning Zone (UPZ) defines the area where plans need to be made for residents to stay indoors or evacuate safely if radiation levels exceed certain levels.
Previously, the Japanese authorities had only prepared special plans for residents within an 8- to 10-kilometer radius around nuclear plants.
The task force has also decided to designate a 5-kilometer radius around plants, called a Precautionary Action Zone (PAZ), in which immediate evacuation is required if a major nuclear accident occurs, regardless of whether radioactive substances are known to have been leaked.
However, a proposal to create a new 50-kilometer radius designated zone around nuclear plants, where residents would be told to be prepared to remain indoors during a crisis and could be given iodine tablets, was not adopted by the commission. Although radiation contamination from the Fukushima accident has been more widespread than expected, the commission dropped the idea because of the difficulty of making preparations for zones including very large populations and many municipalities.

The elements, minor components of radioactive fallout, were detected at sampling locations within 30 kilometers of the stricken nuclear plant.
An analysis showed that the concentration levels equaled a 50-year human radiation exposure of up to 3.2 millisieverts, the ministry said.
Soil samples were collected at about 2,200 locations within 100 km of the plant between June 6 and July 8. Studies were conducted on the concentrations of about 800 samples of tellurium-129m and about 350 samples of silver-110m.
"We have confirmed that the contributions of tellurium and silver to radiation doses are small compared to that of cesium," a ministry official said. "Neither tellurium nor silver easily accumulates in human bodies."
The symbol "m" indicates that the nuclides in question differ in properties from tellurium-129 and silver-110.
Tellurium-129m, with a half-life of about 34 days, is generated by nuclear fission of uranium fuel. When accumulated in human bones, tellurium-129m is excreted from the body in a shorter time than iodine-131, a major component of radioactive fallout along with cesium-134 and cesium-137.

@all - someone popped in maybe Friday night? They noticed another steam incident at Fuku on the webcam. It again started by unit 4 and the common pool. So why are we now seeing the same phenomenon we saw over the summer?

NHK aired a show where families in various locations prepared a meal and NHK tested the food. Ironically the Fukushima family food had no radiation and others were very low. After it aired it was exposed that the detector used was broken and NHK took it off their website.
