  • Panel to say preparation against tsunami at Fukushima plant was possible

    TOKYO, Dec. 7, Kyodo

    A government panel tasked with investigating the nuclear crisis at the Fukushima Daiichi power plant plans to point out in its interim report that it was possible to take measures in advance to prevent large tsunami waves from causing loss of power sources at the plant, sources close to the matter said Wednesday.

    The investigation committee led by Yotaro Hatamura, a professor emeritus at the University of Tokyo, is also expected to touch on the fact that evacuees were not able to receive necessary information or instructions that would have allowed them to reduce radiation exposure, the sources said.

    The report is expected to be released Dec. 26, with the panel's members hoping to include a proposal on what can be learned from the world's worst nuclear accident since the 1986 Chernobyl disaster.

    During the process of the investigation, the panel has conducted hearings with hundreds of people involved in handling the crisis, including Masao Yoshida, who served as the chief of the plant until being relieved of the post recently due to illness.

    Yoshida was quoted as telling the panel that there was a time when he feared that the vessels containing the crippled reactors may explode, making it impossible for workers to engage in restoration efforts and thus result in the release of radioactive substances far more than the actual amount.

    ''I saw hell,'' Yoshida was quoted by the sources as telling the panel.

    The report comes after plant operator Tokyo Electric Power Co. defended itself in a separate report on its in-house investigation that the direct cause of the crisis was a larger-than-expected tsunami that flooded key buildings after the March 11 earthquake.

    Hit by a magnitude 9.0 earthquake and massive tsunami, the Fukushima nuclear plant located on the Pacific coast in northeastern Japan lost nearly all of its power sources and consequently the ability to cool the reactors and spent fuel pools of the Nos. 1 to 4 units.

    DURBAN, South Africa, Dec. 7, Kyodo

    Japanese environment minister Goshi Hosono reiterated Wednesday Japan's determination not to join a new round of carbon emissions cut obligations under the Kyoto Protocol after the 2012 end of the current commitment period.

    ''Japan has no intention of joining (fresh targets) as they would not contribute to the formulation of a future framework,'' Hosono told a ministerial round of the so-called COP17 climate conference in Durban, South Africa, an address that drew criticism from some developing countries.

    Hosono said that a new framework that would require all major emitters to reduce pollution ''needs to be established without waiting for 2020,'' when China may participate in the agreement.

    He proposed establishing a new working group on creating such a framework, but did not mention Japan's mid-term goal of reducing global warming gas emissions by 25 percent from 1990 levels by 2020.

    Representing Canada which also refuses to accept fresh binding targets under the Kyoto accord, Environment Minister Peter Kent said the 1997 protocol has become a thing of the past.

    Developing countries facing the damage from global warming urged developed nations to accept such fresh reduction targets during the session of the 17th Conference of the Parties to the U.N. Framework Convention on Climate Change.

    Earlier in the day, Hosono also met with environmentalists from nongovernmental organizations. Before a closed meeting with them, he was presented with a necktie embroidered with a logo ''I (heart mark) KP,'' meaning ''I love the Kyoto Protocol.''

    The NGO members asked Hosono to wear the white tie with its ironic message during the COP17 ministerial-level talks but the Japanese minister only pressed his case for opposition to fresh targets under the Kyoto accord, according to the members.

We should keep an eye out for what standards are being applied before water can be dumped. If it only talks of cesium and not other isotopes it sounds like the water may still be contaiminated.

    Tokyo Electric Power Co. said Tuesday that around 150 liters of water containing strontium and other radioactive substances has flowed into the Pacific from the Fukushima No. 1 nuclear power plant. Tepco said the amount of radioactive substances is estimated at around 26 billion becquerels. The impact will be "negligible" even if people continue to eat marine products from the area, the utility said. The water leaked from a water processing facility after undergoing a process to remove radioactive cesium. The facility, however, is not capable of removing strontium, which tends to accumulate in bones and is feared to cause bone cancer and leukemia. The seawater near the plant has already been contaminated not only by massive radioactive fallout since the March 11 earthquake and tsunami triggered the nuclear crisis, but also by accidental releases of polluted water. In the latest case, Tepco found Sunday that around 45 tons of water had accumulated inside a building housing part of the water processing facility and some of it was seeping through a concrete crack to a nearby gutter, which leads to the sea about 500 meters away. According to a Tepco press release, the water contained radioactive materials including about 11 billion becquerels of strontium-89, 15 billion becquerels of strontium-90 and 4.4 million becquerels of cesium-137. The water processing facility is essential to maintain the water-based cooling of reactors 1, 2 and 3, which lost their key cooling functions in the March disaster. The water used to cool the reactors contains massive amounts of radioactive substances and is channeled to the water treatment facility so it can be recycled as a coolant.   • @MaryW They exceeded their bandwidth earlier tonight when I tried to read something. That happens if they only have a set amount of traffic that comes with their web hosting.
