  • Evaluation from the Fukushima Task Force Review ( www.nrc.gov , p 40):“Eventually, all BWR facilities (in the US, ed.) with Mark I containment designs voluntarily installed a hardened vent. No regulatory requirement was imposed. The designs of those vents varied from plant to plant. At some facilities, the hardened vent relied on ac-operated valves, some relied on dc-operated or air-operated valves, and some incorporated passive rupture disks along with isolation valves. Each different design has different operational complexities during a prolonged SBO scenario. The updated final safety analysis report for each facility includes a description of the hardened vent, but the vent is not a required design feature for that facility.
    In BWRs with a Mark II containment design, the containment volume could be approximately
    25 percent larger than the volume of Mark I containments. In the resolution of GSI157,
    “Containment Performance,” the staff concluded that that the need for hardened vents at
    BWRs with Mark II containments should be evaluated on a plant-specific basis through the
    IPE program. Eight BWR units in the United States have Mark II containment designs. Three
    of these units have installed hardened vents, and the remaining five units at three sites have
    not installed hardened vents.”

  • Good morning, Dean. Reading the task force recommendations, I had the idea that a radiological emergency fund should be created to which all nuclear power plant operators contribute. Safety upgrades are discounted such that the owners of the most improved plants pay the least. How about that idea?

    I hadn't tried checking the audio on that video of the worker. I did grab some still shots. The object he has in his hand he initially holds in two hands like it is a handheld computer. One side is white and the other dark. That made me think it was some sort of smartphone or handheld computer.

    DOE’S YUCCA MOUNTAIN LICENSE APPLICATION
    The Nuclear Regulatory Commission has published the second of three technical
    evaluation reports (TERs) detailing the agency staff’s review of the Department of Energy’s
    license application for a high-level waste repository at Yucca Mountain in Nevada.
    Publication of the report provides the staff’s technical review of the pre-closure
    information in the Yucca Mountain application. This TER does not include findings as to
    whether NRC’s regulatory requirements have been satisfied.
    “Technical Evaluation Report on the Content of the U.S. Department of Energy’s Yucca
    Mountain Repository License Application; Preclosure Volume: Repository Safety Before
    Permanent Closure,” is part of the agency’s orderly closeout of the Yucca Mountain license
    review process and is intended as a public record of the staff’s scientific and technical work in
    preparing for and reviewing the application. It was developed using the draft Volume 2 of the
    staff’s Safety Evaluation Report (SER) on the application.
    A TER on postclosure safety, based on what would have been Volume 3 of the SER, was
    issued publicly on July 21. (Volume 1 of the SER was published in August 2010, before the
    licensing review was stopped.) The TERs were prepared as part of the agency’s knowledge
    management activities during the closeout of the Yucca Mountain licensing review. The
    closeout, including publication of the third TER, is expected to be complete by Sept. 30.
    The TER is available on the NRC website’s Yucca Mountain page.

  • @lillymunster , I guess that is why the inspectors are visiting. The WP gallery provides a great impression of the damage in the region. I still have difficulty believing the extent, because the magnitude was not that great: www.washingtonpost.com .
    @Dean, I missed the rock slide, but the Task Force review shows that the NRC did not dig too deep on the seismic issue in the 1970s. In retrospect, they blame it on the lack of knowledge at the time. But it remains unexplained why they did not re-start review with increasing knowledge base. In addition to knowledge about geology and seismicity, the technology of sensors must have progressed and more improved automatic seismic scrams may be implementable today than were available when the NRC visited the issue last with the result that such provisions were not worth the money. The task force speaks of only one plant in the US today with automatic seismic scram capability: Diablo Canyon.

  • @Peter Melzer I think the rock slide is the same incident sometimes described as the excavation that collapsed. The hole due for unit 1 had one of the side walls collapse showing how unstable the earth in the area is. Nobody did anything.
