1．経緯
原子力安全・保安院は、平成23年4月25日付文書をもって、東京電力に対し、核原料物質、核燃料物質及び原子炉の規制に関する法律第67条第1項に基づき、東京電力福島第一原子力発電所の事故に係る運転記録及び事故記録に関する報告を命じたところ、東京電力から5月16日付で中央操作室等から回収した記録等の報告があった。
原子力安全・保安院（以下「保安院」という。）は、当該報告を踏まえ、5月16日付文書をもって、東北地方太平洋沖地震発生前後の記録の分析結果を踏まえた原子炉施設の安全性への影響の評価結果についての報告を東京電力に指示したところ、5月23日付で評価結果の報告があった。
保安院は、当該報告を踏まえ、5月24日、5月23日付報告に関する留意点及び保安院の評価を示すとともに、炉心の状態に関する解析評価については、保安院としての評価に時間を要することから、評価が終了次第、とりまとめることとした。

1. Circumstances
