my belief is.. if,, they used the most current seismic evaluation analyses and applied it to NPP's.. few would pass,,,

1. On September 27, NISA ordered TEPCO to submit a report on the
emergency operating procedures for Units 1, 2 and 3 of Fukushima
Dai-ichi NPS pursuant to the Nuclear Regulation Act, and received the
report on the procedures on September 27 and 28, 2011 (already notified
on September 27 and 28).
2. NISA notified TEPCO on October 14 that, after having reviewed, NISA
has decided to disclose part of the emergency operating procedures for
Unit 1.
As to the part other than that will be disclosed this time, NISA is now
preparing for the future disclosure of it, and will notify at an appropriate
opportunity.

@dean i have a question regarding the xenon study. it resumed that fuku emitted 2.5 times more xenon (133) than chernobyl, but only 60% of cesium. is the xenon emission equivalent to other byproducts, such as cesium and iodine ? and if not, why are there differences ? all the nukes consume uranium or plutonium, so the decay products should be always the same and equivalent, or not ?

by dean 10/28/2011 5:40:47 PM

i hope the model 474 wasn't damaged ;)
by Edano 10/28/2011 5:42:34 PM

well, we all saw that the "airplane" that hit the pentagon, simply "evaporated", including passengers and engines. so we shouldn't worry about nuke plants. :)
by Edano 10/28/2011 5:44:19 PM

Edano, I would have to check out the study and see what they say... each isotope has a fission fragment yield which then can decay to other isotopes. I would expect some ratio of one over the other but the 60% seems high.. the reason for checking out the report are the assumptions made on each and then the comparison.. to the two plants
by dean 10/28/2011 5:45:09 PM

@dean yeah, it cannot differ too much i think.

@dean yeah, okay all is safe. the plane evaporates. and the earth is flat.
by Edano 10/28/2011 5:51:23 PM

@Edano.. interesting report but terms like best guess have me scratching my head.. and to me.. it's like they guessed at release inventory, assumed dispersal rates for noble gas and aerosol bound isotopes.. then back fitted to the reports of measured levels ... very comlex and difficult thing to do..
by dean 10/28/2011 5:54:22 PM

@Edano I tend to agree with you
by dean 10/28/2011 5:54:49 PM

@Edano,, in my minds eye..envisioning a fully loaded 747-400 at 350 mph directly impacting a containment vessel.. BREACHES the containment.. it's mindboggling to say otherwise..
by dean 10/28/2011 5:56:27 PM

@dean best guess is just for the beginning of the study. you can make an assumption and then approach the final result. this is scientifically okay.
by Edano 10/28/2011 5:56:33 PM

@Edano.. agree on that.. hey.. I have to go find out if I have the angiogram.. will return.. nice talking to all
by dean 10/28/2011 5:57:30 PM

@dean yes, especially if you think that every containment structure has week points.
by Edano 10/28/2011 5:58:25 PM

@ Edano true and many are 70's vintage
by dean 10/28/2011 5:58:50 PM

if the primary structure was just a big ball or dome, then there would be a chance, but a torus or a lightbulb..... :(
by Edano 10/28/2011 5:59:18 PM

anyway, let's hope it will never be proved.
by Edano 10/28/2011 6:00:37 PM

@Edano it will be proved when the next few generations trying to recover from economic meltdown by running old nukes

@Edano Guessing that is based on the French report. Been thinking what might be a way to access Kyodo news without having to spend $75 a month. I am not sure if the English site is all behind a paywall or only if you access from outside of Japan?

@lillymunster sometimes you can google the entire article from someone who pays and copies :)

Not the same Kyodo article but more info on the Setagaya hot spot Setagaya-ku, Tokyo, June 28, Friday afternoon around 1-chome super 八幡山 ward, announced that it has determined the radiation dose up to 110 micro sievert per hour at the surface. The Education Ministry "under the asphalt, I suspect that some sort of buried radioactive materials" as the possibility of radioactive material by TEPCO Fukushima nuclear accident showed the first view of the low. According to Setagaya, yesterday afternoon, the residents "were detected high radiation doses," and had provided information. (00:0
