@Shadow tepco's problem is that they constructed very fast temporary systems and i am sure they did not care too much for longlasting materials. now the temporary systems seem to be final solutions for some decades, but small construction flaws will now leak. and this will get worse from day to day.

Part of the problem may be the contractors. TEPCO will give some unreasonable request and leave the contractors to figure out how to do it. The contractors are running out of qualified employees. This doesn't bode well for quality work. As others mentioned if it is on high rad level equipment it is a slap it together and run job.

@Peter Ryuchi Kino suggested that on twitter. It seems like the logical thing if cold is causing issues. Now I wonder if the plastic bag job was to try to insulate the connections a bit while collecting water? I did see some pipes on the hill had black foam wrapped around them to insulate.

@M.I.A. The problem is TEPCO is running the show and not interested in technology. They want to do the bare minimum as cheap as possible. I think if the disaster had been taken over by the govt. and handled by a team of experts trying to figure out the best solutions it would be in much better condition
