I wish they'd included something besides I-131. It has such a short half-life it's less of a concern, but look at the dispersion pattern. Forget the TEPCO ones and look at the red MEXT readings. Highest at M4, straight out from Daiichi, as you'd expect but other than the first dropoff between M4 and M5, it's an uncomfortably slow decline all the way to M9 off of Iwaki. Then look att the high TEPCO readings, the blue sensors. T1, T2, T3, T4, T14. Straight long-shore drift hugging the coastline.

Official transcripts of NRC initial "what we Know" meeting. Long,but discusses SFP load-how they load them. Interesting to see how they brainstormed the initial effects to the reactors. Tokyo Electric Power Co. workers engaged in efforts to stabilize the crisis-hit Fukushima Daiichi nuclear plant are at risk of depression or death from overwork, a doctor who recently saw them said Wednesday.

The workers are not only undertaking dangerous work in severe conditions but also feel a sense of moral responsibility as employees of the firm to blame for the nuclear disaster, one of the worst in the world, Takeshi Tanigawa said in an interview with Kyodo News.

Some of them also barely escaped death in the March 11 quake and tsunami or the subsequent hydrogen explosions that severely damaged the plant, while others lost their homes or were faced with the deaths of relatives or friends, causing the workers at large to be exposed to multiple stresses, he said. english.kyodonews.jp

Now the Japanese government has moved to crack down on independent reportage and criticism of the government’s policies in the wake of the disaster by deciding what citizens may or may not talk about in public. A new project team has been created by the Ministry of Internal Affairs and Communication, the National Police Agency, and METI to combat “rumors” deemed harmful to Japanese security in the wake of the Fukushima disaster.

The government charges that the damage caused by earthquakes and by the nuclear accident are being magnified by irresponsible rumors, and the government must take action for the sake of the public good. The project team has begun to send “letters of request” to such organizations as telephone companies, internet providers, cable television stations, and others, demanding that they “take adequate measures based on the guidelines in response to illegal information. ”The measures include erasing any information from internet sites that the authorities deem harmful to public order and morality.

(1) ... In August 2010, Fukushima Daiichi 3 loaded mixed oxide (MOX) fuel, which proves that we are making steady efforts towards the establishment of the nuclear fuel cycle.

(2) ... TEPCO recognises the need for continuous efforts to promote public understanding. Transparency and proactive information disclosure are important to reassure and win social trust. All ‘nonconformity events’ such as irregularities and malfunctions that occur at the company’s nuclear power stations are released to the public through press releases and on the company’s website. In addition, the daily efforts of the power stations in respect of safety and quality control are communicated to local communities through public relations magazines and newspaper advertisements. Such initiatives are valued by the local residents. The trust of society is indispensible for nuclear power operation and development. US to unveil detailed Marine relocation plan
The US Defense Department has compiled a specific plan for relocating Marine Corps units from Japan's southernmost prefecture of Okinawa to Guam. The US government aims for an agreement with Japan on the plan in a few months' time.The United States and Japan agreed in 2006 that 8,000 of 18,000 US Marines in Okinawa would be relocated to Guam. The Defense Department has been studying which units would be moved to the US territory.Internal US Marine Corps documents obtained by NHK show that the number of Marines in Okinawa is to be reduced to 10,280 from the current 18,000.Under the plan, some large transport helicopters currently deployed at the US Futenma Air Station in Okinawa will be transferred to Guam. Under the circumstance where some people are entering the evacuation zone within 20km from the Fukushima Dai-ichi nuclear power plant, the Government is almost in the final stage of consultation with local authorities on setting up a no-entry zone as a means of restricting such entry in an effective manner.

On the one hand, consideration of temporary entry is pretty much in the advanced stage so that temporary entry while ensuring safety would become possible if you could wait for a while.

On the other hand, as there are quite a few people actually entering the evacuation zone, currently, the Government has to consider setting up the no-entry zone. The main purpose of setting up such a zone would be securing health and safety of local residents.

Another list of to-do's the only evidence of anything from fukushima 1+2 is the increase in pool slop so they could probably not have done the surveys etc that would have found any problems?? the tsunami came too soon after the quake for them to have fully assessed for damage so all the talk of the quake not causing any damage is just that - talk - and there is every possibility that they didnt do surveys etc and act on the results in a timely manner that may have gone some way to reducing the eventual impact

Tepco's poor handling of the Kashiwazakikariwa nuclear fuel plant after the Chuetsu earthquake not only brought a shock to the citizens of Fukushima, but also caused countrywide unease and suspicion. Despite Tepco's claim that their plants are all earthquake-safe, problems at Kashiwazakikariwa included a prolonged lack of control over fire, leakage of radiation-contaminated water into the sea, and the discharge of radioactive material from the main pipe for 3 days.

The recorded seismic activity of the Great Hanshin Earthquake [6.8 Mw] exceeded the design limit of the Hamaoka Plant, Japan's most earthquake resistant plant. This corresponds to a radical departure from the basic guidelines set by the Nuclear Safety Commission in 1981.

We have demanded a fundamental review of the guidelines and the establishment of a revised code from Tepco and Japan since [1995]. In 2006, the NSC set in place new but insufficient guidelines which contained problems such as allowing the building of plants on sites lacking a secure bedrock. The regulations on building plants on active fault in the revised 2006 guidelines also remained overly obscure.

The seismic shock on Kashiwazakikariwa [6.6Mw] was 3.6 times larger than the predicted upper bound at design time. We ask Tepco and the Japanese government to admit that this invalidates their prior claim that the nation's plants are all earthquake-safe and ask them to follow the instructions below as soon as possible.

* Document the changes that have been or will be made in consideration of Chuetsu Earthquake. Check whether all 10 reactors in Fukushima are earthquake-ready.

* It has come out that Tepco knew the construction site of Kashiwazakikariwa was on the active fault which caused the Chuetsu Earthquake. Present complete report of fault investigation done for the Fukushima Plant construction site, including information about which faults have, and which haven't been investigated.

* Improve and strengthen the fire fighting strategy inside the plant.

* It has already come to our attention that the Fukushima Plant would not be capable of supplying itself with water in the event of a Chile-class tsunami. The reactor core must be cooled down constantly even when the reactor is stopped. If the radiator stops working, a severe accident is bound to happen due to loss of coolant. We have been demanding that Tepco take action but they have refused to do so. We urge Tepco to take every measure needed, however drastic, to resolve the problem of an eventual tsunami-caused loss of coolant in response to the serious situation in Kashiwazakikariwa.

* Review all crisis-management frameworks and publish the results as soon as possible.

*From 4:08 pm to 5:28 pm on April 19th, injections of water were conducted with a temporary motor driven pump into the spent fuel pool of Unit 2.*On April 16th, in order to check the condition of the water in the spent fuel pool in Unit 2 for the purpose of designing temporary cooling equipment that we are planning to install in the pool of Unit 2, we collected and conducted a nuclide analysis of approximately 400 ml of water that flowed out of the pool into the skimmer surge tanks**.The results revealed the presence of iodine-131, cesium-134, and cesium-137.We are going to evaluate these results in further detail.** skimmer surge tanks: 2 tanks installed between the spent fuel pool and the nuclear reactor well to store the water that overflows from the pool and the well. www.tepco.co.jp
