    BROWNVILLE, Neb | Sun Jun 26, 2011 5:02pm EDT

(Reuters) - Residents near a nuclear plant on the rain-swollen Missouri River were largely unconcerned about any potential safety risks from flooding ahead of a nuclear regulator's visit on Sunday.

Gregory Jaczko, the chair of the federal Nuclear Regulatory Commission will monitor flood preparations during a visit to the Cooper Nuclear Station near Brownville.

The plant is located about 80 miles south of Omaha, where snow melt and heavy rains have forced the waters of the Missouri River over its banks, although they have not flooded the plant and receded slightly on Sunday.

"I just don't think the water is going to get that high," said Brownville resident Kenny Lippold, a retired carpenter who has been following each step of the flood preparations in this riverside village of 148 residents.

"They claim that they are going to keep operating," Lippold said, adding that he will not flee his home of 29 years even though it is less than a mile from the Cooper reactor.

Jaczko will be briefed on Sunday by NRC resident inspectors -- the agency staff who work on-site every day -- plant officials and executives, said Mark Becker, a spokesman at the Nebraska Public Power District, the agency that runs the plant.

Water levels there are down after upstream levees failed, Becker said, relieving worries that water will rise around the Brownville plant as it has at another nuclear plant north of Omaha in Fort Calhoun.

Local shop owner Katy Morgan, 28, said her fears have been assuaged by information she has received via plant officials, who give out emergency radio equipment to residents within a 10-mile radius of the Cooper plant.

"I know everybody freaks out when they talk about nuclear," said Morton, who runs a boutique on Brownville's main thoroughfare. "I suppose if there was a drastic increase in the river I would be concerned. If they say 'evacuate' then I would be concerned," Morton said.

Jaczko will also visit on Monday the Fort Calhoun plant in the town of Fort Calhoun, Nebraska, about 20 miles north of Omaha, an agency official said.

Flood water up to 2-feet deep is standing on the site of the 478-megawatt Fort Calhoun plant, which will stay shut down until the water recedes, the NRC said.

On Sunday afternoon, workers accidentally deflated an auxiliary berm at the plant, said Omaha Public Power District spokesman Jeff Hanson.

Hanson said the "aqua dam" was a supplemental measure that provided workers "more freedom" but was not essential to keeping the plant dry.

"The plant itself is still protected," Hanson said. Floodwater would need to rise over 7 feet to flow over the berms and enter the plant, Hanson said, adding that the supplemental dam was not in original flood prevention plans.

An NRC inspection at Fort Calhoun two years ago indicated deficiencies in the flood preparation area, which have now been remedied, the agency said.

  • Radiation health checkups to start
Health checkups for over 2 million residents in Fukushima prefecture are going to start on Monday.

The Fukushima prefectural government will first focus on checking about 28,000 residents in the three communities near to the troubled Fukushima Daiichi nuclear power plant, Iidate village, Kawamata and Namie towns.

People will be asked how they led their life after the March 11th earthquake and tsunami that damaged the nuclear power plant. The level of their external radiation exposure will be estimated by matching their behavioral patterns against the daily radiation data gauged in the atmosphere and on the ground.

A special medical device called the whole body counter will be used to check internal radiation levels for more than 2,900 people.

On Monday 10 of the more than 2,900 people are scheduled to be brought to the National Institute of Radiological Sciences near Tokyo for detailed tests. www3.nhk.or.jp

  • @LM just watching this report abcnews.go.com
    by elainekirk 6/26/2011 10:54:07 PM

  • @elainekirk What I have been able to sort out so far is that the berm broke, they lost grid, went on generators but are back on a different grid connection now. They had added some extra grid connections before the flood. Water is at 1006 and the plant is at 1004. There was water against the water dam in pictures before it broke. No details on where the water is vs. the main building. Just lots of "everything is fine".
The looney rumor mill is not helping. Local authorities and at the plant are being defensive and sort of hostile and keep referring back to these rumors then something dismissive about everything is fine like they don't owe anyone details because of all the crazy rumors.

  • @Elaine Thanks for posting the ABC piece. I do find it interesting that Jaczko is visiting. It definitely implies some level of concern on the NRC's part. Hopefully that's a good sign!

  • An aside to this whole mess the tourism office for Pierre SD, the area next to Oahe dam was running commercials in the region telling everyone the boat docks on lake Oahe were still operational so come spend your weekend in Pierre. People are still out of their homes up there. Very good example of where priorities are related to the river.

    by elainekirk 6/26/2011 11:17:34 PM

  • @elainekirk water leaked past a concrete berm around the transformers. All actual media mentions don't say if this was the network of electrical equipment away from the main plant that they surrounded with sandbags etc. to keep water out or some equipment next to the building. They also do not say if said transformers are now working or if they had to use some sort of back up system to hook back up to the grid. Lots of insufficient answers.

  • @Lilly Thanks for all your updates on Calhoun and Cooper. The reality is much appreciated. @Elaine I heard about the UK building more NPPs and immediately thought of you. Crap...not even a disaster as big as Fuku can convince them of the danger. We're all screwed!

  • @LM They will not build any in Scotland that's for sure though that is small solace if they build near the border
    by elainekirk 6/26/2011 11:47:55 PM

  • what do peep think of the flashes in that video forget that one just noticed they from the ground :) oops
just Japanese tweet were talking about needing masks today and staying indoors and vid was in tweets looks like fearmongers have struck there too now
    by elainekirk 6/26/2011 11:48:37 PM

  • @elainekirk @LM Hi! Massive steam/smoke in that vid! In my thought process, the most significant displays have been at night...must be induced by some action on site. I actually saw flashes in the bushes after sunrise... @elainekirk Flash at about 1:30 in?
    by smoss 6/26/2011 11:53:04 PM

  • @Lilly I hope you're right. The NPP near me, San Onofre, has been riddled with safety violations and leaks of tritium and sulfuric acid. Being 30 miles from it is definitely not comforting these days. I sincerely hope the US gets it before the next Southern California big quake or major flood event etc.!

    by elainekirk 6/26/2011 11:55:08 PM

  • @Elaine I'm happy Scotland has the smarts not to build. I'll keep my fingers crossed for them being far away from the border!
    by LM 6/26/2011 11:55:56 PM

  • @smoss www3.nhk.or.jp
Tokyo Electric Power Company has begun adding boric acid to the spent fuel storage pool of the No.3 reactor at its Fukushima Daiichi nuclear plant to prevent fuel racks from being corroded by alkaline water.

The company started the operation on Sunday morning. About 90 tons of water containing boric acid will be poured into the pool through Monday.

Concrete debris from the March hydrogen explosion of the reactor building has been detected in the fuel pool.
    by elainekirk 6/26/2011 11:58:58 PM

  • @smoss The steam has been worse during the day when it rains as well. It's a little harder to distinguish during the day because of the lack of color contrast between steam/smoke and clouds, but the SFPs have been spewing 24/7.
