  • @edano , I saw the discussion on electronic data collection, and I was also wondering why they had written the plant parameters on white boards in the first days of the crisis. The answer I found later is that the operators seem to be able to fully control the reactors only from the control rooms that are adjacent to the reactor buildings. Those were blacked out after the emergency diesels quit. Vital plant parameter data is normally relayed to headquarters in the quake-proof building back on the hill which served as emergency command center. That is where the station superintendent is stationed. Because of an almost complete breakdown of communications between the control rooms and the emergency center, the operators in the control rooms had to read plant parameters by flashlight and phone them back to the plant superintendent and his staff. This explains in good part why early on stats were recorded hardcopy. When the rad levels in the control rooms rose above admissible levels, there was no data at all until levels returned below the limits. Control rooms should not be built nearest reactors.
