@Edano A crack is possible and that is part of the structural worry from the start. IIRC the cooling circulation had to be fudged on unit 4 because the normal circulation system was so damaged. So unless the new temporary water system is somehow causing water to drain out of the skimmer they have a pool leak somewhere.

I googled "spent fuel pool skimmer tank" and got an NRC document about beyond design basis failures at BWR spent fuel pools involving the skimmer tank! Eeep! www.nrc.gov
