marie rich, every reactor scram has a limited time to begin restart before what's called XENON peaks, which is a poison to neutrons and is a built in shutdown mechanism. so, decisions have to be make quickly, all systems checked out and put in a plant condition the same before a startup. The time frame is typically in minutes before the level of XENON peaks. If they have what's called a XENON shutdown they have to wait until the XENON peaks and then reduces to the point of what's called XENON override ie: the point at which the control rods when pulled will add enough positive reactivity to over come the negative reactivity from the XENON... In addition, a seismic scram requires a building walkdown to assess damage so in my experience the reactor would never have been restarted even if there were normal power etc..
