this is a tepco response to nisa regarding the back up diesels the Monju one was found to have a damaged lining so tepco were instructed to check daini and daiichi as they have identical units

@Jo There was a very good news article about a month ago that examined the risk factors of having nuclear plants in areas that are not considered first world. It wasn't done in a prejudicial way. It explained things like roads, fire fighting and govt. integrity play a role in the over all safety of a plant.
Somewhere that doesn't have a structured and maintained road system would be even more challenged than Japan was to get equipment to a site. They also went into things like if the government is heavily full of corruption it puts plant safety and oversight at risk. Or worse yet a despotic dictator type government where something like oversight and safety checks may not even exist. This also didn't say that any of the first world countries are immune from these kinds of bad actions or systemic failures. Something the articles didn't touch on is how abusive some of these multi-national companies can be in developing countries. They have a habit of taking advantage or acting irresponsibly either due to lack of oversight or because the relationship they bring isn't a balanced one where the people have an equal footing to ask questions or demand things of the company.

@Elaine, that sounds miserable. It was that hot here last week. I skipped taking the dog for a run, you just can't cool off when it is that hot and humid.
