@Majj TEPCO and the other power companies have been "overestimating" (lying) about power demand in Japan and some other statistics for a long time. They based their costs on some whacked out numbers that were way higher and used those inflated numbers to justify their high rates. Govt. in Japan has to approve rate increases. So TEPCo and the other power companies have been ripping people off. I think Edano taking office had something to do with this coming to light.

@Majj what was cool about the whole mess was that average people figured it out that TEPCO was overestimating demand this summer. They ran the math and started telling people and putting it on twitter. THEN the news media picked up on it and eventually the whole claim of rolling blackouts and that Japan can't live without nukes went away quick.

Old (may) but relevant - between sept 2010 and the disaster they had already spent 33billion but it still left a pot of 414billion so where is that ? I doubt it is in the pockets of their victims ....
The initial use of proceeds (totaled 446.8 billion yen) from a series of
